Abstract

A purpose of PKn instruction in SMPN 5 Lumajang dan SMPN 1 Klakah is to make learner have capability of: (1) develop competency in communicating in oral and written forms to achieve functional literacy level; (2) have consciousness about essence and importance of PKn to increase national competitiveness in global community; (3) develop understanding of the learner about relatedness between language and culture. Based on the requirement, developer wants to improve development of instructional module used in this time. This development is done as one alternative of the problem solving. The other thing offered by developer in developing this instructional module, beside instructional module designed systematically and appropriated with student’s characteristic and requirement, is instructional module completed with student and teacher guideline, that is expected it can help the student in understand the material in this instructional module. From result of individual testing, developer get many input and assessment, especially relating with instructional modular readability. After it is revised from individual testing, development product is tested on small group through questionnaire. Result of average percentage obtained for teaching material component of 90,11% is in very good category. For student guideline, average percentage obtained is 88,57% is in good category. Result of field testing for instructional modular get average percentage is 90%, very good category. Student guideline is 88,57% with good category. Teacher guideline is 94,28%, very good category.
